After installing all the above:

Download "IPToday.ICS.1" and unpack
Copy all the folders and paste them in the device memory (program files) and replace all files.
Configure ITPWeather by running the 'IPTWeather Config' shortcut in the Start Menu.
Explore the theme and adjust to your needs.
